Large ceremonial flag in deep crimson crushed velvet bearing the full USSR state emblem at centre — a hammer-and-sickle globe flanked by wheat sheaves tied with ribbons, surmounted by a five-pointed star — rendered in applied and embroidered gold, yellow, and red detail. Below the emblem, the Cyrillic inscription 'CCCP' is worked in gold lettering; above the emblem, the full slogan 'Пролетарии всех стран, соединяйтесь!' ('Workers of the World, Unite!') appears in gold Cyrillic lettering. The flag is finished on three sides with a gold bullion fringe and is unlined; the velvet surface shows significant mottling, pile wear, and staining throughout, particularly in the lower and central areas.
